1902年,贵州省引进首批日本教习任教武备学堂。黔省地处西南,也不是最受日本重视的区域,却领先多省与日本建立官方往来。这种情况的出现,主要与黔抚邓华熙的个人因素密不可分,包括他所具有的趋新思想、此前在安徽巡抚任上积累的招聘经验以及与日人建立的交往联系等。邓华熙接任贵州巡抚不久,为“开风气”、“宏教育”而向日本方面提出聘订教习。双方就教习的聘用期限、权限、薪酬及人选等问题进行了细致商议,并最终确定了招聘合同。此举在一定程度上推进了当地的发展。以教习为主的在黔日人,则成为日本与贵州联系的重要中介;在商谈招聘的过程中已渐显强势的日本,亦借此机会加强了对中国西南地区的渗透。
In 1902, Guizhou Province introduced the first batch of Japanese teaching-taught military school. Guizhou is located in the southwest, nor is it the most valued area in Japan, but it leads the province to establish official contacts with Japan. The emergence of this situation is mainly related to the individual factors of Qian Huafu Deng Huaxi, including his new ideas, previous employment experience accumulated in the Anhui governor’s office, and the establishment of contacts with Japanese people. Shortly after he took over the governor in Guizhou, Deng Huaixi made a tentative offer to Japan for “opening up the atmosphere” and “macro education.” The two sides meticulously discussed the questions such as the term of employment, the powers, the remuneration and the number of candidates for the teaching and finally decided the recruitment contract. This move to a certain extent, promote the local development. In Qianli, mainly teaching, Japan became an important intermediary between Japan and Guizhou. Japan, which has become increasingly strong in negotiating the recruitment process, has also taken this opportunity to strengthen its infiltration into southwestern China.
