没有设计,就不能施工。设计工作是社会主义建设中的重要的一个环节,所以设计工作的好坏直接影响着建设的成败。解放后十五年来,公路设计工作在党的领导下获得了很大的成绩,但是在评价成绩的同时,也不能不看到,目前的公路设计工作中还存在着一些问题。那就是在设计技术上,不结合中国的具体情况,机械地搬用国外经验;在设计思想上,“脱离政治、脱离实际、脱离群众”,不能很好地贯彻党的建设社会主义总路线的精神。 Without design, construction can not be done. However, while evaluating the achievements, we can not but see that there are still some problems in the present highway design work. In terms of design philosophy, “separating itself from politics and from the masses” can not satisfactorily carry out the party’s spirit of building the general line of socialism.
