刚成立三年的南昌铁路局板起铁面孔,大胆实行“待岗制”,全局的用人机制和职工的思想观念都有了很大改进,这种做法着实让那些吃惯了“大锅饭”的“铁老大”们忧喜参半。 1996年新成立的南昌铁路局,是铁道部第一个实行局管站段管理模式的试点单位。这个局拥有近8万职工,运营里程2448公里,管辖着46%的京九线,跨越江西、湖北、河南三省。 新局却是老队伍,职工至今不同程度地存在着“铁饭碗”、“铁交椅”、“铁老大”等陈旧观念,造成用工上因人设岗、多人混岗、脏活累活雇人干等现象。
