自然垄断企业是一种在国内外都存在的企业形式。在分析自然垄断企业绩效管理难点的基础上,提出其绩效管理中存在的缺乏沟通和反馈、定位模糊、HR(Human Resource)人员的角色错位、对直线经理的考核违反2:1原则等10个问题。指出自然垄断企业绩效管理重在建立起完整的、科学的绩效管理体系。
Natural monopolies are a form of business that exists both at home and abroad. Based on the analysis of the difficulties in the performance management of the natural monopoly enterprises, this paper proposes the lack of communication and feedback in the performance management, the ambiguous positioning and the disregard of the HR (Human Resources) personnel. The assessment of the line managers violates the 2: 1 principle problem. It points out that the performance management of natural monopolies focuses on establishing a complete and scientific performance management system.
