我国网络型产业的价格体系相当复杂 ,主要以管制性价格和指导性价格为框架。在体制转轨和市场化的过程中 ,价格规制的改革已受到政府的高度重视 ,某些产业也局部的或不同程度的采用了激励性的规制方法。但由于我国正处于过渡时期 ,企业治理结构缺位 ,激励性规制的制度基础还比较薄弱 ,总体上这些规制尚未在我国的相关领域发挥出应有的作用。因此 ,以企业产权明晰化为前提 ,从理论上理顺激励性价格规制的作用机制 ,从实践上摸索不同环境下价格规制模式的适用范围和选择思路是当前极为重要的任务
The price system of China’s network-based industries is quite complex, mainly in the framework of regulated prices and guiding prices. In the course of institutional transition and marketization, the price regulation reform has been highly valued by the government, and some industries have adopted some form of incentive regulation, either locally or to some extent. However, due to the fact that our country is in a transitional period and the structure of corporate governance is absent, the institutional basis of incentive regulation is still relatively weak. Generally speaking, these regulations have not yet played their due role in the relevant fields of our country. Therefore, clarifying the property rights of enterprises as a premise, theoretically rationalizing the mechanism of incentive price regulation, exploring the application scope and options of price regulation in different environments is an extremely important task
