上海的医院院长们现在的日子过得不那么安稳了,他们开始有了一种50年来从未有过的担忧。因为一个事实明白无疑:入世,已使大量的社会民间资本对上海医疗市场的凯觎,变为实质性的介入。但这一事实,对许多方面不啻是一个“福音”。上海医疗卫生事业的改革,已是箭在弦上,势在必发。国有资本在医疗卫生领域的有序进退,公立医院的体制、机制改革,都需要引入多元化的投资结构,即通过存量引入增量,反过来依靠增量来盘活存量,使国有资产在新的投资结构、新的机制下保值增值。同样,卫生行业长期存在的服务态度差、医疗质量低等一系列痼疾,也需要市场这只无形巨手施以猛药。
Hospital chiefs in Shanghai have not had a much better time now, and they are beginning to have a worry they have never had in 50 years. This is because one fact is clear and unmistakable: after China’s accession to the WTO, a large amount of social-private capital has become a substantive intervention in the medical market in Shanghai. However, this fact is not “a gospel” in many aspects. The reform of Shanghai’s medical and health undertaking is already on the verge of achieving momentum. The orderly advancement and retreat of state-owned capital in the medical and health field and the reform of the system and mechanism of public hospitals all require the introduction of a diversified investment structure, that is, introduction of increment through the stockization and, in turn, reliance on increment to revitalize the stock and make the state-owned assets in the new Investment structure, the new mechanism of increasing value. Similarly, the long-standing bad service attitude of the health sector and the low quality of medical care have also required the invisible giants to exert their influence on the market.
