一、目标选择随着改革开放的进一步深入,我国的商品市场发生了巨大的变化,同时面临着国内商品流通的扩大和国际市场机遇的吸引。因此,必须适应新形势,按照大市场、大流通、大贸易的思路,重新思考商品市场发育的目标。根据社会主义市场经济总体目标的要求,我们认为。我国商品市场发育的目标应当是:卖方充分竞争,买方自由选择,商品自由流通,价格自由运动,规则统一严明,政府间接调控。按照这一基本框架运行的中国商品市场,将呈现出货不分南北,地不分东西,人不分公私,内外贸衔接,价格灵敏合理,竞争公平有序的崭新格局。具体讲包括以下几方面的内容:
