多少年来,国内外无数的专家学者及有识之士就中国石油工业如何走出困境、如何摆脱目前的亏损局面以及亏损原因做了许多有益的探索。 虽然中国石油工业由于长期在高度集中的计划经济体制下运行,从管理的强化到对知识及知识分子价值的认同,从劳动用工到干部人事制度的改革,从转换企业经营机制增强企业活力到分配制度的改革等方面都有许多工作等着我们去做,但我想从另外一个角度来谈谈我对中国石油工业的一点看法。 第一、人员结构严重失衡,导致企业负担过重,劳动生产率低下和经济效益差。

First, the serious imbalance in personnel structure has led to overburdening enterprises, low labor productivity and poor economic returns.
