随着我国城镇人口规模的快速增长和城市化进程的不断加快,城市生活垃圾污染问题日益严重,如何科学构建城市生活垃圾治理制度,有效利用城市生活垃圾并降低城市环境污染,实现城市环境可持续发展,已成为当前关注的重点问题。长期以来,我国城市生活环境的排他性产权不明确,在治理城市生活垃圾的过程中产生较高的交易费用,从而导致该项制度处于受抑制状态。针对该问题,我们首先基于排他性产权理论,客观分析城市生活垃圾治理制度演进的逻辑,揭示该项制度由政府制定并实施的必然性,其次,采用公共产品供给分析模式,确定城市生活垃圾治理的主体及资金来源渠道,形成该项制度的理论框架;最后,在总结研究结论的基础上提出该项研究的展望。
