水是生命之源.水资源对于人类社会的生存发展至关重要.然而,由于水资源的不合理利用与水环境污染严重,水资源已成为制约经济社会发展的重要短缺资源,水环境保护也被摆在了越来越突出的位置.党的十八大以来,我国生态环境保护发生了历史性、转折性、全局性变化,水环境质量总体保持持续改善势头,但水污染防治任务依然艰巨.在全面推进依法治国的大背景下,作为水环境保护方面的单行法,《水污染防治法》已于2017年进行了修改,井于2018年1月1日起实施,以更好地促进水环境质量改善和水生态安全保障.
