用人是一项细致的工作,也是一门高超的艺术。这里面学问很多,“勿以无过为贤”应属其一。“勿以无过为贤”,反过来说,就是要善于在“有争议”的干部中选拔人才。所谓“有争议”,就是领导、群众评价不太一致。这类干部大多有个性、有魄力,优点突出,缺点也突出,从而引起争议;或者因在工作中打破了常规和平衡,触及到一些人的既得利益,而成为有争议的对象。近年来,一大批德才兼备的优秀干部被充实到各级领导岗位,大都干出了一番事业。但也确有少数干部,当初“上台”时“没争议”,虽在新的岗位上政绩平平,德与才上均乏善可陈,但四平八稳、八面玲珑,没有显著政绩也没有突出错
Employment is a meticulous work, but also a superb art. This is a lot of learning, “Do not be virtuous” should be one. On the other hand, we should be good at selecting qualified personnel among the “controversial” cadres. The so-called “controversial” is leadership, and the assessment of the masses is not very consistent. Most of these cadres have their own personality and courage, their advantages are prominent and their shortcomings are prominent, causing controversy. In recent years, a large number of outstanding cadres with both ability and political integrity have been enriched to leading posts at all levels, and most have done a great deal of their careers. However, there are indeed a handful of cadres who did not dispute the fact that “they did not dispute” when they “came to power.” Although they performed mediocre in their new positions, both Germany and the United States failed to show any good. However, they were steady and smooth in appearance.
