Based on the behavioral hypothesis of biological basis, this paper divides preferences into inner-layer preferences and outer-layer preferences, and concludes that inner-layer preferences are genetically determined and outer-layer preferences are scene-specific. This paper also attempts to give a framework for thinking about the relationship between inner-layer preferences and outer-layer preferences. In this framework, the relationship between individual behavioral responses and preferences, the interaction between individuals and the formation of common knowledge are explained, and the role of learning in the formation and evolution of common knowledge is emphasized.
