近年来,我国各县(市)、区级政府的债务问题越来越严重,数量急剧增加、规模不断庞大,所承担的债务风险也越来越高,有些地区的政府债务问题已经影响到政府正常的工作运转,使整个地区面临着巨大的财政风险,政府债务已经成为制约我国经济宏观调控中的重大影响因素之一,引起了中央和各级政府部门的重点关注,颁布了一系列的政策来调整县(市)、区级政府的债务现状,缩小债务规模,规避风险。本文基于现有政策,对县(市)、区级政府债务的现状和原因探究,提出相应的解决方法和规避风险的途径,希望对我国各县(市)、区级政府的债务问题有所帮助。
In recent years, the debt problems of counties (cities) and districts in our country have become more and more serious, the number of which has increased dramatically, the scale has been huge, and the debt risks borne by them have become increasingly high. Based on the existing policies, this article explores the status quo and reasons of county (city) and district level government debts, puts forward corresponding solutions and ways to avoid risks, and hopes to provide some solutions to the debt problems of counties (cities) and districts help.
