党的十七大报告提出“要坚持社会主义先进文化前进方向,兴起社会主义文化建设新高潮,激发全民族文化创造活力,提高国家文化软实力,使人民基本文化权益得到更好保障,使社会文化生活更加丰富多彩,使人民精神风貌更加昂扬向上”。十七大报告强调要建设和谐文化,积极发展新闻出版、广播影视、文学艺术事业。新闻出版事业是和谐文化的重要组成部分,而网络出版又是新闻出版中发展最快、最具活力和生机的新生力量。因此,必须认真学习贯彻党的十七大精神,重视网络出版管理,大力推进网络文化建设,促进新闻出版事业大发展大繁荣,为全面建设小康社会和构建和谐社会作出新的贡献。
