我国档案学界对“非国有档案”的研究始于上世纪90年代,但直至今日,“非国有档案”的概念及构成范围仍未形成定论,成为我们深入研究这一问题的障碍。本文从所有制及所有权两个角度探究“非国有”的概念及内涵,由此将“非国有档案”定义为非国有经济组织、民间组织及个人产生或合法获得的,享有直接支配和排他权利的档案。
