在国际产业转移不断涌现的背景下,对比分析产业转出国日本与转入国中国的工业地价水平及分布特征,对我国在国际竞争中进行战略决策具有重要意义。本文采用数据统计法、比较分析法、文献资料法,对中日两国工业地价水平进行了比较分析。研究表明,无论从整体还是分区域比较而言,我国工业地价水平都明显低于日本,这种差异的形成与中日两国目前各自所处的工业化阶段和采取的产业发展策略密切相关。在吸引国际产业投资方面,我国现阶段工业用地价格的比较优势仍然明显,“低价引资”策略具有一定的时效性和合理性。但在国内社会发展、制度变革和国际无障碍竞争、反补贴的双重压力下难以持续,应积极适应国际产业转移新特点,变“低价引资”为“全方位引资”。应根据我国特定土地资源禀赋,借鉴日本工业化先进经验,出台合理的产业发展政策,推进形成新的产业梯度。
Against the backdrop of the continuous emergence of international industrial transfer, it is of great significance for our country to make strategic decisions in the international competition by comparing and analyzing the industrial land price level and distribution characteristics of the industries in which the industries are transferred from Japan to other countries. In this paper, the use of statistical methods, comparative analysis, literature method, comparative analysis of the level of industrial land prices in China and Japan. The research shows that in terms of overall or sub-regional comparison, the level of industrial land in China is obviously lower than that in Japan. The formation of this difference is closely related to the current industrialization stage and the industrial development strategy of China and Japan. In attracting international investment in industry, the comparative advantage of the price of industrial land in our country at this stage is still obvious. The policy of “low-cost foreign investment” has some timeliness and rationality. However, it is hard to sustain under the dual pressures of domestic social development, institutional reform, international barrier-free competition and countervailing subsidies. It should actively adapt to the new features of international industrial transfer and change the “low-cost foreign investment” into “all-round capital attraction.” According to China’s specific land resources endowment, drawing on Japan’s advanced experience in industrialization, the introduction of a reasonable industrial development policies to promote the formation of a new gradient in the industry.
