崇礼县抓住“再造三个塞罕坝”项目的建设机遇,积极争取,使沿坝乡村被列入塞北林场建设范围。按照省林业局总体规划,塞北林场崇礼分场建设总规模为25万亩,分三期完成。其中一期工程造林8万亩,从1999年开始启动,到2003年结束,建设期限为5年。二三期工程共造林17万亩,从2004年开始陆续实施。县委、县政府对项目建设高度重视,各有关乡镇、县直有关部门行动积极,使塞北林场建设的各项工作得到了有效落实。一期工程于1999年顺利启动,当年完成造林面积8724亩,占计划的109.1%。2000年完成造林整地16000亩,所有工程都实现了“高标准设计,高质量施工,高水平建设,高规格管护”。
