《档案法》已颁布实施七周年。七年来《档案法》的宣 传、贯彻,使档案事业在依法治档方面有了长足的发展, 尤其是对一些违反《档案法》、《档案法实施办法》的案件 查处正逐渐引起档案行政管理部门和社会各界的关注。 笔者想通过对一则处理违反《档案法》、《档案法实施办 法》案例的分析,探讨完善档案执法查处工作规范化的问 题。 分析的案例材料: 某钢厂焦化厂火烧档案案 1989年11月16日,某钢厂焦化厂档案科由于档案 人员私用电炉,引起火灾,烧毁蓝图4073张,底图 3978 张,底图柜16个,档案柜21套,以及其他物品。对此,该 厂决定给事故责任者:档案员、档案科长、科技档案室临 时负责人和厂分管领导分别以行政记大过、取消一级浮 动工资、行政警告、扣罚奖金等处分。
