七届人大一次会议根据中共中央关于修改宪法个别条款的建议,审议并通过了宪法修正案,对现行宪法第10条和第11条进行了部分修改和补充,增加了关于私营经济的条款,并对土地使用权可以依法转让作了新的规定。这些无疑都适应改革开放的形势,适应当前社会主义商品经济蓬勃发展的需要,是完全必要的。但笔者认为,对现行宪法仅作上述修改似仍不够,有必要对其他若干条文规定作进一步修改,以便使现行宪法得到
The First Session of the Seventh National People’s Congress examined and passed an amendment to the Constitution in line with the proposal of the CPC Central Committee on amending individual articles of the Constitution, partially amended and supplemented Articles 10 and 11 of the current Constitution, and added provisions on the private economy. The land use rights can be transferred according to law made a new provision. These are all undoubtedly suited to the situation of reform and opening up and meet the needs of the current vigorous development of the socialist commodity economy. It is absolutely necessary.
