近日,中办印发《2014—2018年全国党政领导班子建设规划纲要》。为什么要制定这样一个规划纲要?规划纲要都有哪些新导向?按照纲要,未来5年,什么样的人能进领导班子?在我国,领导班子是一个极为特殊的群体。按照官方说法,各级领导班子是一个地方和单位的中枢神经,是经济社会发展的指挥部,在各项事业发展中担负着特别重要的责任。少了它,一个地方和单位的发展就缺了“主心骨”。
