目前,部分铁路支线或非繁忙铁路线在用通信设备还在沿用模拟通信设备。主要承载车站及区间的行车调度、TDCS、区间通话柱、站间闭塞等铁路行车调度指挥和应急抢险业务,由于设备、电缆开通年限较长,设备、电缆各项运用电气特性指标严重下降,运用状态极不稳定,存在着严重的安全隐患,给行车安全带来极大影响。而且,一些铁路沿线的信号设备已改造完成,通信设备及电缆线路改造严重滞后于信号设备的技术改造。为保证铁路运输安全生产,需要对类似铁路区段进行通信设备进行数字化改造。
