目前全省工商业日渐好转,交通逐渐恢复,农产品获得丰收;但另一方面则是工农业产品剪刀差额增大,影响城乡物资交流与工农业生产。群众对金融物价长期稳定的信念尚不够十分巩固。现值秋冬时期,将是农业品上市工业品下乡的主要季节。为适应这个情况,全省各地银行今冬工作的中心必须是大力组织社会各种资金,协助供销贸易组织物资交流,适当缩小工农业产品的剪刀差额,以巩固城乡互助、工农联盟。同时要扶助手工副业生产,为明年春耕作准备。为实现这个中心任务,须做好以下具体工作: At present, the industry and commerce in the province are getting better and better, the traffic is gradually restored, and the harvest of agricultural products has been brisk.
