“三农”问题关系着国家富强、经济发展、国民素质和社会稳定等重大问题,始终是党和国家经济社会事业发展的全局性和根本性问题。财政农业投入作为一种资金补助,是上级政府对下级政府有条件的自上而下的纵向转移,是县级政府财力的重要组成部分。只有不断加大财政对“三农”的投入力度和监管力度,才是有效解决我国“三农”问题的根本出路。文章在分析财政农业投入监管模式优化设计必要性的基础上,提出了财政农业投入监管模式优化设计的基本思路,同时,指出了财政农业投入监管优化模式的监督管理。
The issue of “agriculture, rural areas and farmers” is a major issue concerning the prosperity of the country, economic development, national qualities and social stability. It has always been the overall and fundamental issue for the development of the party’s and the state’s economic and social undertakings. Financial agricultural investment, as a financial aid, is a conditional top-down vertical transfer from the higher-level government to the lower-level government and an important part of the county government’s financial resources. Only by continuously increasing the financial input and supervision over agriculture, rural areas and farmers can it be the fundamental solution to the issue of effectively solving the “three rural issues” in our country. Based on the analysis of the necessity of optimal design of supervision mode of Fiscal and Agricultural Investment, the article puts forward the basic idea of optimal design of Fiscal and Agricultural Investment Supervision Mode. At the same time, it points out the supervision and management of Fiscal and Agricultural Investment Supervision Optimization Mode.
