全民所有制的医院资产属于非经营性国有资产。近年来,随着经济体制的变革和医院外部环境的变化,医院非经营性国有资产流失日益严重。如何解决这个问题,笔者认为: 1、要解决无人负财产责任的问题 要解决众多部门都代表国家行使所有者权利,都可干涉医院,又都不肯承担责任的问题,应该按政府的社会经济管理职能和国有资产管理职能分开的原则,明确权力主体,有专职部门行使所有者权利。
State-owned hospital assets belong to non-operating state-owned assets. In recent years, with the transformation of the economic system and changes in the external environment of hospitals, the loss of non-operating state-owned assets in hospitals has become increasingly serious. How to solve this problem, the author thinks: 1. To solve the problem of no-liability of negative property, we must solve the problem that many departments can represent the state and exercise the rights of the owners. All of them can interfere with hospitals and they will not accept responsibility. They should be based on the government’s society. The principle of separation of economic management functions from state-owned assets management functions is to clarify the main body of power and a full-time department exercises the rights of the owners.
