1997年汛前，黄河河防部门为保证安全度汛，做了一系列防汛保安工作，如加强水毁工程修复和度汛工程建设、加大了河道清障力度、修订各项防洪预案及注重黄河防汛宣传等。8月4日花园口站出现4020m3／s洪峰流量，8月6日洪水安全入海。同时，1997年黄河中下游地区遇到了1951年有实测资料以来的特大于旱，利津站全年断流13次，累计断流226d。在黄河防总的安排部署及沿黄各省（区）的配合下，实施4次向黄河下游大规模调水，调水量10亿m3，缓解了当地生活和重点工业用水。
