目的 探索社区卫生服务质量管理模式。方法 建立质量监控体系 ,强化全员质量意识 ,制定质量管理方案 ,从组织机构、卫生技术、人员队伍与信息资料等方面实施质量管理。结果 社区卫生服务支持管理组织与技术服务网络覆盖率分别达到 10 0 %和 91% ;社区卫生服务站提高综合服务技能 ,基本实现“四化”、“五统一” ;卫生服务向家庭延伸 ,建立了家庭健康档案 15 8万份 ,家庭卫生保健服务合同 2万余份 ;与 1996年相比 ,1998年家庭出诊增加了 75 % ,社区急救增加了 36 1% ;培养了数十名不同层次的全科医学适宜人才 ;调查患者与合同家庭满意率均达 10 0 %。结论 实施全面质量管理是保护居民身心健康 ,保证社区卫生服务可持续性发展的关键。
Objective To explore the quality management model of community health services. Methods Establish a quality monitoring system, strengthen the awareness of all employees, establish a quality management plan, and implement quality management in terms of organization, health technology, personnel, and information materials. Results The coverage rate of community health service support management organizations and technical service networks reached 100% and 91% respectively. Community health service stations improved their comprehensive service skills and basically realized “four modernizations” and “five unifications”; health services extended to families and were established. There were 18,000 health records for family health and more than 20,000 contracts for family health care services. Compared with 1996, the number of family visits increased by 75% in 1998, community first aid increased by 361%, and dozens of different levels were trained. General medicine is suitable for talents; the satisfaction rate of surveying patients and contract family is up to 100%. Conclusion The implementation of total quality management is the key to protecting the physical and mental health of residents and ensuring the sustainable development of community health services.
