具有法律性的《水土保持工作条例》的发布,是全国人民尤其是丘陵山区人民的一件大喜事。《条例》是防治水土流失,改变山区生产条件,发展以林牧为主的多种经营,从根本上改变山区贫困面貌的纲领性文件,各级党委和政府必须认真贯彻执行。
The publication of the “Soil and Water Conservation Working Regulations” with the law is a great joy to the people throughout the country, especially to the people in the hills and mountains. The “Regulations” are programmatic documents that prevent and control soil and water loss, change the production conditions in mountainous areas, develop a diversified economy mainly based on forestry and animal husbandry, and fundamentally change the face of poverty in the mountainous areas.
