本文在对2008年下半年以来的国家玉米临时收储政策的背景、逻辑和目标进行梳理和分析的基础上,系统分析了临时收储政策的实施效果及其对市场、企业、农民和流通行业的影响。研究表明,临时收储政策对稳定国内玉米市场、保护农民生产积极性发挥了积极作用,但造成的负面影响也非常明显。文章还针对完善收储政策、提高政策效率和实施效果提出了一些建议。
Based on the review and analysis of the background, logic and goals of the National Temporary Grain Receipt and Receiving Policy since the second half of 2008, this paper systematically analyzes the effect of the temporary storage and purchasing policy and its impact on the market, enterprises, farmers and the circulation industry Impact. Research shows that the temporary policy of purchasing and storing has played an active role in stabilizing the domestic corn market and protecting farmers’ enthusiasm for production. However, the negative impact caused by this policy is also obvious. The article also puts forward some suggestions for improving the policy of purchasing and storing goods, improving the efficiency of policies and implementing the results.
