人民银行国库部门担负着各级预算资金的收纳、划分、留解和库款支拨的重任,其业务量随着经济的增长而增长。以广东省为例,近年来广东省经济快速增长,GDP由2002年的13502亿元增至2007年的30674亿元,年均增长14.5%,占全国比重由2002年的1/9提高到1/8。广东省财政总收入也由2800亿元增至7750亿元,地方一般预算收入由1201亿元增至2785亿元,按可比口径年均分别增长21.4%和19.5%,占全国比重达1/7。
