目前,国内众多企业正经历由传统的人事管理向现代人力资源管理转变的过程,在这个过程中,将人力资源的部分业务外包也成为了很多企业的选择。选择人力资源外包,不但可以利用服务机构的专业优势,在较短时期内提高企业内部人力资源管理水平,更可以提高管理效率,降低管理成本,使企业专注于自己的核心业务。但是,对于国内多数企业来讲,外包还是一个新生事物,特别是在目前国内缺乏针对外包服务质量及价格的规范和标准、服务机构水平良莠不齐的情况下,如何规避外包项目实施前、中、后可能产生的各种风险,保证人力资源外包项目实施的效果,就成为任何正在进行或有计划进行人力资源外包的企业都必须深入思考的一个问题。
