所谓心理期望,是指对自己所关心的事物或与自己有关的事物所产生的趋向和后果的一种愿望和要求。讲话稿在绝大多数情况下是事先由工作人员撰写。如果是属于重要的、大型会议的讲话稿,还要有一个写作班子进行反复讨论,然后分工撰写。这就产生了一个“二意认同”的问题。也就是说,领导同志对工作人员撰写的讲话稿是否称心如意,我们把这种心理现象,称之为“心理期望标准”。讲话稿对讲话者来讲,实际上是他把长期学习的结果,在公众面前的一种突击性显示;是他对某个问题、某种观点,久蕴其脑,成竹在胸的一次集中性发言;是他对某些人、某件事,所持态度的一次公开性表态;也是他对部下的一次体面性亮相。
