国际分工格局重构、需求侧改革成效不显、产业产能过剩、产品供需体系失衡是供给侧改革出台的四大背景,在详细解读此四大背景的具体含义后,对现有学者关于供给侧改革内涵的定义进行梳理并指出当前研究并没有在如何界定供给侧改革内涵上达成一致,在此基础上本文提出了供给侧改革的内涵以及内在的理论与现实逻辑,最后根据此内涵定义指出供给侧改革的重点内容、难点以及具体思路。
