水费收缴难是目前普遍存在的问题，已成为阻碍灌区发展和水利产业化进程的一个主要因素。陡河灌区水费计收工作中提出一系列比较切实可行的办法，对当前灌区和中、小型水利工程产权所有者如何足额计收水费，具有一定的参考价值。
The difficulty in collecting water fees is a common problem at present and has become a major factor hindering the development of irrigation areas and the industrialization of water resources. A series of practical and feasible measures have been put forward for the calculation of water fees in the Douhe Irrigation District, which has certain reference value for the current Irrigation District and owners of medium and small-sized water conservancy project owners to calculate their water fees in full.
