目的了解上海市结核病防治系统人力资源的现状。方法采用统一的调查问卷对870名上海市从事结核病防治工作的各类医务人员进行人力资源调查,并对有效问卷进行统计分析。结果有效问卷642份(73.8%);市区定点医院、社区卫生中心工作人员占77%;近1/3工作人员年龄低于30岁,约1/4大于50岁;220人(34.2%)有本科以上学历,其中52%曾接受专业继续教育;目前172(26.8%)人处于亚健康状态;178人认为所在单位对结防工作不够重视,原因主要是经济效益不大(47.5%)、工作烦琐(30.4%)、发展空间小(30.2%)等。超过半数的结防人员经济待遇属所在单位平均水平以下,全市有46%的结防人员享受到政府规定的结核病岗位津贴。结论上海市结防系统人员结构和素质仍需进一步提升,特别是在关心结防人员身体健康、保障工作人员权益、提高工作积极性和职业荣誉感等方面应加以改进。
Objective To understand the current situation of human resources in Shanghai’s tuberculosis control system. Methods A unified questionnaire was used to conduct a survey on human resources of 870 medical staff engaged in tuberculosis prevention and control work in Shanghai and a statistical analysis of valid questionnaires was conducted. Results A total of 642 questionnaires (73.8%) were valid; 77% of the staff in urban fixed-point hospitals and community health centers were employed; nearly 1/3 of the staff were under 30 years of age, about 1/4 were over 50; 220 (34.2% Among them, 172 (26.8%) are in a state of sub-health; 178 people think that the unit they work on does not pay enough attention to the work of preventing and fighting against inflame; the main reason is that the economic benefits are not large (47.5%), Tortuous work (30.4%), small development space (30.2%) and so on. More than half of the economic benefits of the knot-embargo personnel are below the average of their units, and 46% of the city’s knot-guard personnel enjoy the TB allowance provided by the government. Conclusion The structure and quality of personnel in the prevention and control system in Shanghai still need to be further improved. In particular, care should be taken to improve the health and safety of staff and workers, to enhance staff enthusiasm and professional honor.
