指示:各市、专、县、镇扫盲委员会目前我省扫除文盲运动,已具相当规模,但普遍存在着遍地开花与师资质量低,数量少的问题,有些地区一开始教学,即产生了「夹生」与掉队现象,为了使运动正常发展,与稳步前进,特作如下补充指示:(一)由于减少扫盲任务,缩短战线,必须在一部分已开班的村庄,反覆说明转为冬学,不进行扫盲的理由。只要能向群众说清道理,群众是会同意暂不进行扫盲的。凡开展扫盲地区应适当集中任务,集中力量,集中领导,全面发动。一方面动员应扫盲的全体青壮年一齐参加,然后按程度编班,实行单式教学。一方面组织老年人多做家中琐事或照顾小孩,使青壮年能安心学习。如集中力量扫盲地区现在仅有一部分青壮年入学,可发动未入学的青壮年入学,与已入学者一齐重新测验编班。这种做法是最容易实行按程度编班,与单式教学的。凡是这们编班教学的班次必须实行以下三条原则:(1)同一扫盲标准,不达标准不能毕业。(2)不同程度,不同教法,实行单式教学法。(3)学习需要的时间长短不同,毕业时间必须分开先后。各地应根据这种精神和办法,迅速纠正那种不分程度高低,混合编班编组,或祇分三级,由一个义
