世界现代警察的发展,经历了四次大的警务革命,社区警务是第四次警务革命的产物。近年来社区治安已引起社会各界的广泛关注,治理社区的犯罪问题关系到整个社会的长治久安,如何针对新时期社区变化的新特点,探求适应社区警务模式,进一步提高对社区控制能力,遏制社区犯罪的增长趋势,已成为当前我国经济体制转变过程中一个亟待解决的社会问题。将从木桶效应这一新视角对社区控制的“零容忍”与“无缝结合”及社区警力“无增长改善”诸方面来探析新时期的社区警务的实践与发展,提出建立以适应社区建设要求的社区警务机制的战略发展思路,对于打造平安城市具有十分重要的战略意义。
