河北省乐亭县针对乡镇机构过多、临时人员过多、财政负担过重这一普遍存在的现象,在对全县23个乡镇进行调研的基础上,确定河流河镇和毛庄乡作为乡镇机构改革试点。他们按河流河镇和毛庄乡的实际规模分别组成了职能集中的五个和四个办公室,囊括了党政群所有的日常工作,同时成立了服务性经济实体──农工商总公司。在此基础上,他们按照“平等、公开、竞争”的原则,采取“双向选择”的方式,层层聘任机关工作人员。原乡镇工作人员写出职业选择申请书后,各办主任根据群众评议、本人表现及个人素质,选聘本办工作人员,签订聘任书,对未能应聘的人员积极做好思想工作,妥善安置。两试点乡镇在对工作人员的安排上,彻底打破
