写在前面：公开是我国政治生活中的一件大事。推行几年来，所取得的成绩令人鼓舞。我们在采访和调查的过程中也深刻感受到公开所带来的巨大变化。如涡阳县的政务公开、安庆市的厂务公开都已取得了令群众非常满意的效果，而群众满意不满意是衡量公开是不是成功的唯一标准。同时，我们也发现在公开的推行过程中存在一些问题，有些问题具有一定的普遍性，有些问题则只是“冰山一角”，即问题流露在表面，而根子却在深处。我们在这里列出一些问题的目的即在于引起决策者和执行者的重视，而思考与寻找这些问题的答案也即是我们在“公开”的推行过程中急需要做的工作。 To write in front: Openness is a major event in our political life. The achievements of the past few years have been encouraging. In the course of interviews and investigations, we have also experienced profound changes brought about by the public. For example, the open government affairs in Guoyang County and the publicity of factory affairs in Anqing City have achieved very satisfactory results for the masses. Satisfaction and dissatisfaction with the masses is the only measure of whether publicity is a success or not. At the same time, we also find that there are some problems in the public implementation process. Some of these problems are somewhat universal. Some of the problems are only the tip of the iceberg. The problems are exposed on the surface and the roots are deep. The purpose of listing some of the issues here is to draw the attention of policymakers and implementers. The answer to think about and find out these issues is what we urgently need to do during the “open” process.
