岗位目标责任制的最严厉措施 ,即末位淘汰。在民警管理改革中 ,末位淘汰制是一项革命性的制度 ,其意义是多方面的、现实的、深远的。浙江省金华市公安局江南分局1998年底开始试行这一措施以来 ,已取得了初步成效 ,也积累了一些运作经验 :坚持党管干部原则 ,广泛实行开门评警 ,严肃末位淘汰纪律 ,科学设置评定标准 ,严格把握评改环节 ,及时反馈整改 ,以保证客观、公正地产生末位民警 ,并做好辞退善后工作。
