Comrades: In order to study and implement the party’s national representative conference as well as the spirit of the Fourth Plenary Session and the Fifth Plenary Session of the 12th CPC Central Committee, the Provincial Party Standing Committee decided to convene a meeting of state leaders and party members of the Provincial Bureau of Directorate in charge of cadres. The meeting was divided into two sections.
