我国农村土地改革开始进入新的阶段。4月28日,中共中央政治局召开会议研究部署了全面推进集体林权制度改革工作。目前推行集体林权改革较早的福建、江西等地已开始大范围推广林权抵押贷款;而农村集体建设用地流转改革也正在广东等省进行试点。在此基础上,农村农民房屋流转及抵押贷款今年也开始在多个地方推开。
China’s rural land reform has begun to enter a new stage. On April 28, the Political Bureau of the CPC Central Committee held a meeting to study and deploy the work of reforming the collective forest rights system in an all-round way. At present, Fujian, Jiangxi and other places that have implemented the reform of collective forest rights have begun to extensively promote forest right mortgage loans. The reform of rural collective construction land circulation is also being piloted in Guangdong and other provinces. On this basis, the transfer of rural peasant housing and mortgage lending has also started to take off in various places this year.
