以辽宁省2003—2012年39个行业作为独立的决策单元,综合考虑经济、能源和环境效益,结合方向距离函数和径向数据包络分析(DEA)方法对各工业行业节能减碳效率进行测算和分解,核算了各工业行业的CO_2排放,并将CO_2作为一种非期望产出引入到节能减碳效率模型中.结果表明:研究期间,辽宁省工业行业节能减碳效率具有明显的行业异质性;辽宁省工业节能减碳效率总体不高,但呈现上升趋势;提高纯技术效率和规模效率是提高工业节能减碳效率的主要措施,尤其是提高规模效率.为了提高辽宁省各行业节能减碳效率,辽宁省应加快调整产业结构,鼓励发展低碳排放高效益的产业;提高科技水平,合理调整产业规模;优化能源结构,推进可再生能源和清洁能源的开发.
Taking 39 industries in Liaoning Province from 2003 to 2012 as independent decision-making units, the energy efficiency and carbon reduction efficiency of various industrial sectors were calculated by combining the direction distance function and radial data envelopment analysis (DEA) considering economic, energy and environmental benefits And decomposed and calculated CO 2 emissions of various industrial sectors, and introduced CO 2 as an unexpected output into the energy-saving and carbon reduction efficiency model.The results show that during the study period, there was a significant industry difference in energy-saving and carbon-reduction efficiency of industrial sectors in Liaoning Province In Liaoning province, the industrial energy-saving and carbon-reducing efficiency is generally not high, but it shows an upward trend; improving the pure technical efficiency and the scale efficiency are the main measures to improve the efficiency of industrial energy-saving and carbon reduction, especially for increasing the scale efficiency. Carbon reduction efficiency, Liaoning Province should speed up the adjustment of industrial structure, encourage the development of low-carbon emission-efficient industries; improve science and technology, rationalize the industrial scale; optimize the energy structure and promote the development of renewable energy and clean energy.
