近几年来英国石油公司(BP)一直在试图寻找新机会以向东北亚包括向迅速扩大的中国市场供应天然气。BP公司认为,亚太地区的天然气需求将继续以快于世界其他地区的速度增长,到2010年亚太地区天然气需求量将达到4700亿立方米,年均增长率将达到近6％。鉴于大石油公司拥有在复杂环境下管理大型项目的经验,有适应政治、经济条件变化的经验,有运用先进技术的经验,以及创造性地解决各种问题和在项目各参与方之间建立互利合作关系的经验,因此大石油公司的参与对确保大型供气项目的成功具有重要的作用。大型供气项目必须建立在坚实的商业原则基础上,而工程的最大问题莫过于如何在合作过程中创造出新方法以将合作各方的优势结合起来。合作各方必须在项目开始前就按照风险共担、利益共享的原则,制定出共同奋斗的目标,明确各方的作用、责任和激励机制。只有奠定了这样的基础,才能保证项目的长期、稳定、健康发展。
