党的十五大召开以后,如何贯彻落实十五大精神,把督查工作做得更好,促进我市各项工作的开展,这是我们在积极探索的一个问题。市委书记许运鸿提出,衡量宁波贯彻十五大精神好与不好有三个标准;一看经济是否发展,人民生活是否提高;二看经济结构是否得到改善,市场机制是否得以完善;三看社会突出矛盾是否得以缓解或解决,社会是否稳定,群众是否满意。督查工作必须根据这三条去抓检查落实。具体说来,重点要做好三个方面工作:
