The socialist market economy is a legal economy. Vigorously strengthening the legal system is a necessary condition and an important guarantee for the establishment and development of a socialist market economy. To enhance the building of the legal system by the military forces is both the need of running the army by law and the need of cultivating qualified personnel for the development of a socialist market economy.
