社团作为维持社会发展的重要组成力量,其健康发展状况值得我们每一个人深究。针对香港公司性社团在中国内地开展活动所带来的问题,急需在当前的社会实际管理中制定出具有实质操作功能的对策,譬如通过活动地备案制度、活动名称标明注册地等要求来了解其基本情况,规范在中国内地开展活动的行为。受西方新公共管理理论的影响,香港特别行政区政府秉承“提供服务并非政府的义务,政府的义务是保证服务得以实现”、“小政府、大社会”的基本思路得到进一步贯彻。如果对香港非营利性组织实现过严的管控,显然也违背了公共服务提供者多元化的发展趋势,更不利于公民社会的发展。然而,香港公司性社团在内地发展却一直遇到尴尬境地,即香港政府不作为,内地政府更无权管辖,如何规范此类社团的发展摆在了十分重要的位置,如何避免大陆相关部门对香港此类社团的歧视更值得研究。

The mainland government has no right to be governed. How to regulate the development of such associations lies in a very important position. Discrimination in Hong Kong is more worthy of study.
