近年来,国家重点研发计划资金成为我国财政支出的重要方向之一。加强国家重点研发计划资金的绩效评价,对于提高科研经费的使用效益,推动科技创新具有重要意义。本文剖析了当前国家重点研发计划资金在绩效评价方面存在的问题,从评价的原则与制度、指标体系、方法以及评价机制等方面提出了完善重点研发计划资金绩效评价体系的相关设想。
In recent years, the funds of the state’s key R & D projects have become one of the important directions for China’s fiscal expenditure. Strengthening the performance evaluation of the funds of national key R & D programs is of great significance to improving the utilization efficiency of scientific research funds and promoting scientific and technological innovation. This paper analyzes the problems existing in the performance appraisal of the current state key R & D program funds, and puts forward some ideas to improve the performance appraisal system of the key R & D plans from the aspects of evaluation principles and systems, index system, methods and evaluation mechanisms.
