我国经济体制改革的总目标,是要建立有中国特色的、充满生机和活力的社会主义经济体制改革的一项重要任务,是要逐步形成一整套把微观搞活和宏观控制有机地结合起来的机制和手段。加强宏观控制要用新方法近几年来,我国在经济体制理论上的一个重大突破,是摆脱了把计划经济和商品经济对立起来的传统观念。明确社会主义经济是公有制基础上的有计划的商品经济,明确社会主义企业是相对独立的商品生产经营者,明确在经济生活中必须遵循价值规律的要求,充分发挥市场机制的作用。在这种理论的指导下,我们在放开搞活方面做了许多工作,收到了很大成效。现在,改革在深入发展,需要我们回顾总结前几年的经验,探讨怎样在微观搞活的同时加强宏观控制。
