照护既是一项工作又是服务,具有两重性的特点。在基本养老内容系列中,处于物质供给保障向精神慰藉的过渡阶段;又具有渗透性特点,渗透在基本养老的各个方面。基于照护的这一特点,我们必须确立起照护贯穿始终的养老保障观念以提高养老质量。由于我国老龄化及经济社会发展的特点,目前我们应适时转变工作重点,逐步构建起以照护为重心的基本养老体系。可从政府独立立项、逐步建立起纵向无缝接的照护网、重点发展社区这一照护重要平台、整合各种照护资源、培植社会照护文化等方面,全方位打造照护支持系统,完善基本养老体系,切实提高养老质量。
