调解是一项具有深厚中华民族传统文化内涵的制度,随着《人民调解法》的颁布,其在社会生活中发挥的特殊作用重新得到发扬,而治安调解制度作为大调解制度的一种,在社会转型期和构建和谐社会时期的双重背景下,重视治安调解的独特作用,审视其存在的问题都具有非常重要的意义。本文从治安调解制度在实践中存在的主要问题出发,从制度保障层面和制度运行层面谈治安调解制度的完善。
Mediation is a system with profound traditional Chinese culture. With the promulgation of the People’s Mediation Law, mediation has regained its special role in social life. As a kind of mediation system, Social transition and the period of building a harmonious society, it is of great significance to pay attention to the unique role of public order mediation and to examine its existing problems. Based on the main problems existing in the practice of public security mediation system, this article discusses the improvement of public order mediation system from the perspective of system safeguard and system operation.
